Generativity is a system’s capacity to produce unanticipated change through unfiltered contributions from broad and varied audiences. Terms like "openness" and "free" and "commons" evoke elements of it, but they do not fully capture its meaning, and they sometimes obscure it.

Eine der beliebtesten aktuellen Theorien über Regulierung im Internet, formuliert von dem Harvard-Professor Jonathan Zittrain, dreht sich um die Idee der Generativität. Sie geht davon aus, dass »das Internet« vor allem so viel Innovation freigesetzt hat, weil es offen ist. »Im Internet« muss niemand um Erlaubnis bitten, wenn er einen neuen Dienst auf den Weg bringen will. Google konnte eine Suchmaschine entwiekeln, ohne mit Providem verhandeln zu müssen. Wikipedia konnte eine Enzyklopädie aufbauen, ohne mit Microsoft, AOL und Konsorten Gespräche zu führen. Skype konnte seine eindrucksvolle Software anbieten, ohne mit AT&T verhandeln zu müssen.

A system’s generativity describes not only its objective characteristics, but also the ways the system relates to its users and the ways users relate to one another. In turn, these relationships reflect how much the users identify as contributors or participants, rather than as mere consumers.

What makes something generative? There are five principal factors at work:

1. how extensively a system or technology leverages a set of possible tasks;
2. how well it can be adapted to a range of tasks;
3. how easily new contributors can master it;
4. how accessible it is to those ready and able to build on it; and
5. how transferable any changes are to others - including (and perhaps especially) nonexperts.
