The Latin American nations (18 total) and the Caribbean region (15 island countries) face many problems in the quality and coverage of basic education as well as regarding the development of competencies needed by the adult population in the workplace. Social inequities are also serious issues in the region. ICT can help in the response to these problems. This chapter discusses factors that influence the impact of ICT-related projects in the educational sector in the region, with particular attention to the need for planning in the design phase of project proposals, the need for more research, and for improved procedures for collecting and analyzing data throughout the region - particularly for quality assessment.
